Fee generation

MU Extension is continuing to undertake a comprehensive review of its fee structures and plans.

This review will enable MU Extension to provide more detailed and transparent information about the costs, value and contributions from all sources that are involved in developing and delivering extension programs throughout Missouri. When completed, this information will allow appropriate adjustments in fee structures and guidelines to be made.

Fees collected from program participants are an essential part of MU Extension’s revenue stream, supplementing funds from federal, state, campus and private and nonprofit sources. This contribution to the overall investment helps ensure that Missourians in all 114 counties continue to have access to University of Missouri-based knowledge and its research- and evidence-based programs, publications, events and resources.

As part of this review, the decision has been made to eliminate individual field faculty fee generation targets. Please note, though, that the costs associated with managing statewide programs remain. The reality is that federal and state sources can no longer fully support our broad array of programs. Where there are state-based fees currently established, those fees must continue to be remitted to campus. These fees have been established from looking at the real costs associated with administering and supporting statewide programmatic efforts.

One of the aims of the fee review process underway now is to provide a framework to determine if a state-based fee is appropriate, and what that fee should be, for any program.

Another change that has been made as part of this systemic review is the elimination of related incentive plans. This change will align extension with future university-wide policy and practice in this area.

Effective July 1, 2018, only MU Extension campus employees eligible to participate in approved grant incentive plans within their academic home department (e.g. College of Human Environmental Sciences; College of Agriculture, Food and Natural Resources) will be eligible for incentive payments.

After careful review this past year, MU Extension determined that it was not feasible to implement or administer an equitable and effective fee incentive plan. Instead, extension will acknowledge and reward program growth and fee generation as part of the faculty/employee performance review and evaluation system.
